God has a purpose in our disobedience, which is to give us mercy. Now I’m not saying that God is the author of sin—no way! We cannot blame Him for our falls. James 1:13 makes that very clear.
But Romans 11:32 is also clear that God hands us over to sin, or that He puts us in the prison of sin, locking us up to sin so that He might give us mercy. He did so with the nation of Israel, and He does so with each of us as well.
Note another place that the Bible teaches this same concept:
"Now the law came in to increase the trespass, but where sin increased, grace abounded all the more, (21) so that, as sin reigned in death, grace also might reign through righteousness leading to eternal life through Jesus Christ our Lord." Romans 5:20-21 ESV
